Magistrate Kuangfu Chen's 100-Day Report: Positive Actions in Response to County Residents' Expectations

    During the 100 days since taking office as the Magistrate of Penghu County, Kuangfu Chen has implemented a series of important policies to benefit the local community. These policies include increasing the subsidy for dentures for the elderly to NT$50,000 for a full set and NT$25,000 for a half set, raising the annual welfare allowance for senior citizens to NT$15,000, providing an additional NT$2,000 in aid to disabled individuals during the three major festivals, promoting AI education and attracting well-known doctors to the county. Through these positive actions, Magistrate Chen has actively responded to the expectations of the county's residents, making them feel the impact of his policies.

    Magistrate Chen has announced plans to fulfill his campaign promises while also introducing new policies to benefit the youth and infants in Penghu County. These policies include a monthly subsidy of NT$1,500 for diapers and formula milk for children under two years old, subsidies for elementary school students for their stationery, uniforms and extra-curricular activities, a transportation subsidy of NT$10,000 for college students regardless of their enrollment period and two years of free entrepreneurship space for young people. Implementation of these policies is expected in the second half of this year.

    Additionally, Magistrate Chen has been actively addressing the issue of project-based employees not receiving their salaries on time by collaborating with relevant agencies and bureaus. He has advocated for enhancing the performance appraisal and salary increment system, so that employees who perform well can be promoted for the next year based on their performance.The investigation phase for the free HPV vaccine for children will soon begin, while the pneumococcal vaccine for county residents aged 60 and above is ready for budget review.

    Magistrate Chen has expressed his commitment to addressing crucial issues in Penghu, including reclaiming land from the Chongguang land development case, clearing abandoned oyster shells and exploring alternative waste disposal methods. He has pledged to study these issues thoroughly and take effective measures to resolve them promptly as a way of showing his gratitude to the county's residents for their support.

    Magistrate Chen highlighted that Penghu has the highest level of social welfare among all counties and cities in Taiwan, and many welfare policies were successfully implemented during his previous term. He expressed his gratitude to the council for their support, which has enabled him and his county government team to achieve so much within the first 100 days of his current term.

    Magistrate Chen expressed his determination to continue serving the people of Penghu with dedication. However, he also acknowledged the significant debt burden faced by the county government. He aims to improve the financial situation of Penghu through structural reforms and cost-cutting measures such as reducing the budget for public construction and such reviewing policies. His ultimate goal is to ensure lifelong care for the residents of Penghu, from childhood to their senior years and to bring happiness to their lives.

    Magistrate Chen emphasized that there will be challenges ahead in implementing policies and addressing issues, but he encouraged his county government team to stay determined in doing the right thing to overcome any obstacles. He also welcomed his colleagues to speak up and seek assistance if needed, as he is committed to supporting them in serving the residents of Penghu to the best of his ability.
